Teniu a les vostres mans el nou Vexil.la
Catalana. Nou únicament
en la forma, ja que l'esperit
és el mateix d'aquell d'abril de 1985 quan vam iniciar la publicació. Ara, deu anys després, hem donat el pas cap a l'aplicació
de la informàtica i així hem aconseguit estalviar temps i millorar continguts i presentació. Un amic em deia fa anys
que era una llàstima que totes les publicacions vexil.lològiques fossin en blanc i negre, ja que les banderes són fonamentalment senyals de colors. Aquesta fita l'hem assolida,
i ara, al Vexil.la Catalana
totes les imatges són en colors. La informatització
i la definició d'aquest model de fitxa ens ha ocupat els últims quatre
anys. A Barcelona-1991, al seminari
Vexil.lologia i Noves Tecnologies
dins del XIV ICV, vam
definir-ne entre tots els continguts; al XV ICV, Zúric-1993, vaig presentar el BanCAT en una primera etapa
de desenvolupament, així com la proposta de codificació universal de diversos camps.
Avui, pràcticament coincidint amb el XVI ICV, Varsòvia-1995, presentem el model de fitxa que per ara considerem definitiu. Hem intentat fer una fitxa el més universal possible. Ara l'hem aplicada al BanCAT,
però es pot aplicar a qualsevol entitat territorial
que volguem estudiar. L'objectiu
futur és traslladar a fitxes totes les banderes, de totes les èpoques, de tots els usos, de tots el usuaris i amb totes les variants que coneixem
i coneixerem. Us imagineu
un vademècum enciclopèdic vexil.lològic així !!. És
evident que aixó no es
pot fer amb les estones destinades al hobby d'una sola persona, però els vexilúl•legs
som molts, i cada dia som més els que utilitzem la informàtica com llenguatge universal. Així, la utopia pot esdevenir realitat. Personalment, com autor de la fitxa, estic disposat a cedir una llicència d'utilització gratuïta a qualsevol company vexil.lòleg que vulgui fer una aplicació en aquesta línia. La informació que cont‚ la fitxa és pràcticament la definida a
Barcelona i presentada a Zúric, però
més treballada i, sobre tot, amb més
informació gràfica. L'hem agrupada en tres grans àrees: a) Descrició topològica de la bandera estudiada, amb
continguts relatius a la ubicació territorial i subdivisions
corresponents, coordenades
UTM i mapa de situació. b) Informació
legal, d'ús i d'usuari,
que comprèn a més a més la informació de superfície i població, quan la bandera estudiada és d'àmbit territorial. c) Informació
relativa a la bandera, amb la imatge
gràfica en proporcions reals; descripció legal; aclariments quan aquesta no és suficientment clara i informació
gràfica complementària, generalment l'escut; proporcions oficials i relació "f" entre longitud i alçada; dates d'inici i final d'ús; especificació dels colors d'acord
amb les normes de la FIAV i informació
del Pantone corresponent, oficial o no; i per
últim, camps d'informació complementària
relativa a significació, relació
amb altres banderes, festes tradicionals, observacions i bibliografia básica. Les fitxes
porten també una codificació única per a cadascuna d'elles, un camp per a indicar les succesives correccions que es puguin produ‹r
i el número i full de la publicació, en el nostre cas, Vexil.la
Catalana. Les fitxes
poden col.leccionar-se, d'acord
amb el gust personal del vexil.lòleg, per ordre alfabètic de noms dintre de cada banc de dades; per codificació, equivalent a la ordinació per entitat territorial i subdivisions; per ordre alfabètic d'entitats territorials, etc.
També podem fotocopiar-les i arxivar-les
sota diferents criteris. Així cadascun de nosaltres podrem organitzar la nostra pròpia col.lecció. I el futur?
Jo el veig, d'una banda, produïnt fitxes i editant-les a un ritme
previst de 75 ó 100 fitxes/any, amb la inmediata incorporació de banderes d'altres entitats territorials i, d'altra banda,
en l'aprofondiment del coneixement
dels sistemes de transmissió de dades (fitxes) per mitjans
telemàtics, i la creació d'una WEB a Internet que ens permeti universalitzar

We are proud to present you with the new Vexil.la
Catalana. The format is new but the spirit
is the same as it was when we started the publication in april
1985. Now,
ten years later, we have moved ahead towards the application of information
technology and therefore we have been able to save time and improve the
contents and presentation. A friend told me years ago that it was a pity that
all of the vexillological publications were in
black and white when all flags are fundamentally symbolic signs of color. We took this into account and now, all of Vexil.la Catalana's images
are in colour. It
has taken us four years to carry out the computerization and definition of
this model of form. In Barcelona-1991, during the seminar of Vexillology and New Technologies within the XIV ICV, we
decided upon its contents; at XV ICV, Zurich-1993 I presented the BanCAT in its first stage of
development, as well as the proposal of universal codification of various
fields. Today, coinciding with the XVI ICV, Warsaw-1995, we present you with
the model of a form which we consider the latest for the moment being. We
have intended to make the most universal type of form possible. We have now
applied it to BanCAT, but it can be
applied to any territorial entity that we would like to study. The future
objective is to implement all of the flags on to the forms of all the
periods, of all the uses, all the users and with all the varieties which we
know and will know. Can you imagine a vademecum
enciclopedic vexillologic
like this!! It is evident that this is not possible with the short times
dedicated to the hobby of one individual, but the vexillologists
are many, and every day we are growing in numbers using information technology
as a universal language. In this way utopia can become a reality. Personally,
as the author of the form, I am prepared to grant a licence of free use to
any fellow vexillologist who would like to make an
application along these lines. The information contained in the form is
practically the one described in a) topographic description of the studied flag with contents
relating to the territorial location and corresponding subdivisions, UTM
coordinates and situational map. b) legal information, for both use and user, which also
comprises information about land and population, when the flag studied is of
a territorial nature. c)
information concerning the flag with graphic images in real proportion; legal
description; clarifications when information is not suficiently
clear and complementary graphic information, generally the shield; oficial proportions and relation "f" between
width and height; dates of initiation and ending of use; specification of
colours in accordance with the FIAV regulations and information of the
corresponding Pantone, whether official or not; lastly, fields
of complementary information relating to meaning, relation to other flags,
traditional festivals, observations and basis bibliography. The
forms also contain a unique codification for each one, a field to indicate
the successive corrections which could take place and the number and page of
the publication, in our case, Vexil.la
Catalana. The
forms are collectible according to the personal taste of the vexillologist, in alphabetical order by names within each
data bank; by codification, equivalent to the order by territorial entity and
subdivisions; by alphabetical order of the territorial entities, etc. We can
also photocopy and file them under different criteria. This way each one of
us can organize our own collection. The
future? As I
see it, on the one hand, producing forms and editing them at a rate of 75 or
100 per year with the immediate incorporation of flags from other territorial
entities and on the other hand, further research of the knowledge about
systems of transmission of data and (forms) by telematic
means, and the creation of a WEB in Internet which will allow us to globalize
